Why are there U.S. bio-labs in Ukraine?

In my morning newspaper, I read an Associated Press article about the White House has accused Beijing “of spreading false Russian claims that Ukraine was running biological weapons labs with U.S. support.”

What do we the American public know about these laboratories?

  1.  There are U.S. biological research laboratories in Ukraine and other ex-Soviet republics.
  2.  They are operated by the U.S. Department of Defense, not by the Centers for Disease Control or any other independent medical or scientific institution.
  3.  They are using materials that Undersecretary of State Victoria Nuland is afraid of falling into Russian hands.
  4.  The U.S. government has not explained their purpose.

None of these facts are proof that the U.S. government is conducting biological warfare research.  But it is natural that the Russians and Chinese would think so, and I’m having a hard time coming up with an innocent explanation.

For example, I don’t think it is likely that, after all these years, the U.S. military would still be helping to dismantle bio-warfare labs left over from the Soviet era.

The best alternative I can come up with is that the U.S. government is conducting non-military research that would be illegal in the United States because of safety concerns, such as U.S. collaboration in gain-of-function research on the COVID-19 virus allegedly conducted in Wuhan, China.

An investigative journalist, Dilyana Gaytandzhieva, revealed the scope of the U.S. military’s biological research programs back in 2018.

She reported on serious safety concerns and coverups of accidents at U.S. labs in both Georgia and Ukraine.

Again, this is not smoking-gun proof that the U.S. military is developing biological weapons.  Research laboratories sometimes work with deadly pathogens in order to develop cures or just to understand them better.  

The reason poor countries are chosen as research sites is to save money, evade strict safety rules and make it easier to suppress bad news.  This would be wrong, but it would be a lesser crime than plotting germ warfare.

Then again, I’m not prepared to say that U.S. germ warfare labs are an impossibility.  It’s the simplest and most obvious explanation of what’s going on.

Whatever the U.S. government is up to, it has a duty to come clean.

[Update 03/25/2022]  The military analyst Scott Ritter presented an explanation of why these bio-labs are still open.  He said they were germ warfare research laboratories operated by the old Soviet Union, which the U.S. military took over for the purpose of decommissioning.  

But the U.S. government did not want to send the scientists who’d worked on biological weapons out into the world and perhaps put their skills to work for somebody else, he said.  Instead the labs were kept open to keep these scientists employed and under control.

The research was supposedly on how to control biological weapons, but there is no bright line between research on bio-weapons and research on defense against bio-weapons.  Americans didn’t worry about it, Ritter said, because we Americans think we’re exempt from the rules we impose on others because our intentions are pure.  

I think Ritter is an honest man, and he said the managers of some of the bio-labs are personal friends of his.  But what about the bio-labs in countries in Africa, Southeast Asia and other areas outside the former USSR?

    Phil – your keeping your mind open, but I can’t let it go – Biolabs study many differant bacteria’s that occur naturally in nature but they must have been developing “Q Fever” – yes it’s a real disease and you don’t seem to have it lol, but 30-50% of people have it in the GOP. As a retired military member that has CBRN training and been in a BSL-4 facility, I’m pretty confident they were researching swine flu which is studied in Countries where is is previlant in a natural enviroment. Cheers

    I once met a man whose previous job was decommissioning Cold War era weapons – biological or chemical, I can’t remember. Both the US and USSR possessed them at least as prototypes but at some point agreed to dismantle them. I expressed surprise that they were still around and he explained that the process of making them safe takes many decades.
    That would be a plausible reason for US labs in Ukraine. But if so, why not just say it and give details?
    As for swine flu etc., I can’t see why that material would be dangerous if it falls into Russian hands because they surely have samples of those pathogens in their labs already. Russia isn’t Afghanistan.
    I have no idea what’s going on but after US assistance to the Wuhan lab and their ever shifting story, I suspect they were doing something stupid. Russia and China are sensible to assume this as they are likely doing such reckless research themselves.

    A bio-lab to develop bio-warfare agents would look exactly like a bio-lab developed to fight bio-warfare agents would look like a lab created to investigate naturally occurring extremely dangerous micro-organisms. All three would contain stuff we wouldn’t want to fall into hostile hands.

    I was looking at the http://dilyana.bg page and there’s nothing there to arouse suspicion in the GC-21 project. Taking a sample of blood from thousands of recruits is NOT an experiment, it is a survey to see if a disease is endemic. It is entirely possible the Soviets might have been running bio-warfare experiments that leaked. People can carry disease – or antibodies to disease – and be asymptomatic. The very title of the report is “Prior exposure…” Nothing was said about giving diseases to people but the author is trying very hard to imply it.

    One can always pick and choose points from almost any large project and arrange them into a pattern that may not exist. I don’t see a link to the entire GC-21 report. That makes me less than willing to buy into the conspiracy theory promoted here. Also didn’t see any mention of attempts to contact the numerous people listed in Appendix H, leaving the reporter’s efforts further in doubt.

    I am willing to entertain the notion that the US might be doing something untoward in former Soviet republics. This isn’t one of them.

    I am equally unimpressed with Greenwald. Doctorow wasn’t even entertaining in his speculation.
