I think you could make a similar graph for almost any major American institution – higher education, medical care, the military, etc., etc.

    You could probably make an equal case for every government program. Business is subject to the same tendency but at least profitability puts a pressure in the opposite direction. Eventually bureaucracy becomes an independent 4th branch of government.
