The problem with a new “war on poverty”

It is very difficult to teach poor people the skills and attitudes they would need to rise into the middle class when there may not be a middle class left for them to rise into.

    Education alone isn’t an answer. As long as high unemployment and low income jobs remain, someone will work at them. Society must act to raise family income by one means or another. One idea is to pay parents, male or female, a wage for childcare regardless of other income..
